I noticed that a lot of websites post up blu ray rips of movies that are 720P making it better quality then standard dvd 5 or 9. How would I be able to do this with Fab?

Those are still Blu-ray format and is not possible using Blu-ray to DVD as the Blu-ray to DVD converter converts Blu-ray format to DVD format. You may need to take a look at the DVDFab Blu-ray Ripper and give the M2TS a try -
