I Installed the QT8092 package and it completed and is now running without an issue. Must have been an issue with the driver that QT8092 did not like but it is happy now and so am I.

I then Installed the QT8092 package and it installed and ran.
I don't know if that made a difference or not but it could have. I do notice that everytime I open QT8092 the fan cooler on my video card speeds up and when I close it the fan slows down.
Sorry I didn't mention this before.

@ Gummigutta
I think you have a spelling error in your post, is this not how you spell Micro$$$$$$$$$oft

Many times I think the reason for non WHQL versions that they name beta is the fee and time Microsoft charges.
The WHQL testing fee Microsoft requires is 250 USD per operating system family.[4] This fee covers both 32-bit (x86) and 64-bit (x64) versions.

I'm not having any problems with my system so I'm content to wait to see if others start to report problems with 275.27.

Yes, that corrected the issue on both. Not sure if it was with Ntune or the Nvidia driver but uninstalling them both and then reinstalling corrected the issue for me.

Seriously though, this sort of problem is why I refuse to use CUDA, etc as you can't trust the manufacturers.
Yeah, this one was making me pull my hair outbut I was determined not to do the quick fix and reformat the drive. I wanted to try and narrow it down.
I would like to thank everyone for all the help and suggestions and the Moderators for allowing the ravings of my lunatic mind.
I hope this may help some others having this issue as well...

My sub and main PC are different hardware.
Sub-PC is installed from non-SP CD-ROM, then update to SP2 and SP3.
DVDFabQT have no issue on sub-PC.
Main-PC is installed from merged non-SP, SP2 and SP3 DVD-ROM.
DVDFabQT have issue on main-PC.
These issue are "Weird Al" Yankovic.
