    Question about DVD to DVD

Another newbie here – please go easy on him
I’ve downloaded the free version of DVD to DVD to try it out, and am quite happy with it.
    Two questions:
    1) If I download Passkey (beta), does that allow DVD to DVD to change the
Region of the target DVD, or does it only allow you to play any Region DVD on your PC?
    2) If the latter is the case, is there ANY software that will allow DVD to DVD to change the Region of the target DVD?

Both DVDFab DVD to DVD and Passkey produce all-region output. You should not need Passkey. Do you need output discs will a single specific region?

Why not just make them region free like Fab normally does?

          You can't make a Region 2 disc, Region 1.
You can and will make them region-free.
Subsequent to processing with Fab, your R2 disc will become
          R 1, 2, 3. 4, 5, 6, 7, 8.

However, you will still have the issue of PAL and NTSC

Here's the info for a R1 disc ripped and burned with Fab:

          Drive region: 1

          Volume name: BOONDOCK SAINTS II
          Video standard: NTSC

As indicated by Maineman, you can easily do this with DVDFab OR Passkey, but you would need to watch them on a PC, they will not be playable on a NTSC TV due to the difference in the video standards. With Passkey, you could watch R2 discs on a R1 PC without having to rip them to disc or drive at all.
