Well you are burning too fast for the cheap media you using. Burn at the 2.4x speed instead and if I was you I would download and install ImgBurn to use as the burn engine instead of the VSO built in one

Yup, agree with AGJ.
Sorry, but you have a number of hurdles to clear.

Crappy media
Pick up some Verbatim +R DL, preferably MIS (made in Singapore).
This is really the only consistently reccommended DL media for video archiving....particularly when you're having problems and attempting to troubleshoot.

Lousy burner.
Yeah, I know this one came with your dell, but slimline drives are notoriously poor performers for video archiving and this one has a history of being worse than usual.
If you're serious about burning dvds, pick up an external burner or an internal burner in an external enclosure.
Do not buy a slimline drive

VSO is often problematic as well. Your burner/firmware and your media are not getting along. VSO is not helping.
Please switch burn engine to Img.

I'm a little confused as to your statement:

"I decided to upgrade to the free trial dvdFab 7.0.7.0.
I then re burned Iron man.
Same issue, at the 9th chapter the IronMan dvd player can't read it."

What software were you using to burn previously?

I was using DVDFab 6.0.1.x previously, with my Toshiba laptop and the embedded slimline dvd burner.
No issues so far since one year.
I always used the VSO engine embedded, and was using the "cloning" feature of DVDFab, on which you can not access (as far as I know) to the writing speed change.

I will try with external burner and another computer, with ImgBurn, and if confirmed will look after dvd burner in desktop.

I agree with the others that the change to Verbatim DL blanks will probably correct this problem. I get better quality scores from the higher speed (8X) blanks, burned at 6X (Verbatim makes two versions of the +R DL).

I believe you'll fair better with the 2.4 - 4X verbs based on your burner specs.
Burn them (MKM 001) at 2.4X.
This doesn't mean you won't have success with other speeds and with the other MID,
but you're asking for specifics and well, there's my best guess.

Please look on the spindle wrapper for the manufacturer's locale.
You want made in Singapore...MID = MKM 001.

Using clone mode does not preclude the capability to select burn speed.

I really believe you will optimize your chances for success by using Img.
It has a feature known as Automatic Write Speed.
This will memorize the MID, the burner and the write speed so that you can then select any burner
and load any blank media and Img will burn it at the preselected settings automatically.

You never have to select the burn speed again unless you add unknown burners or media.
For this option, you will need to select "Recommended" speed in Fab

For eg., my Sony-Optiarc 7240s (2 of 'em) with modified firmware love the MKM 001 at 4X.
I get outstanding burns.
I can still get very decent burns at 2.4X and 6 X with the slower verbs.
On the other hand my Samsung 203B (modified firmware) loves the MKM 003 at 8-10 X best of all.
My 2 Liteys will burn both the MKM 001 and MKM 003 without any problems and at most recommended speeds.

To keep you posted,

I did try with someone's else laptop (meaning then slimline DVDBurner),
Toshiba
Vista SP1
DVDFab 7.0.8.2
Verbatim MIS (Made in Singapor)
Writing speed 2.4*

Works Ultra well!

Then I tried with another DVD in my laptop this time,
with Verbatim, and with 2x max speed
It worked well as well, with VSO embedded burning engine.

My next step is to instal your aforementionned ImgBurn to be more reliable, as you stipulate.

I also checked with my DVD player, and philips player actually can read much better the burned movies with Memorex, than my JVC home cinema.
It seems JVC experiences issue with the jump break.

I will keep you posted, but except this bunch of Memorex I only can use to play frisbee, everything seems pretty fine by here
