What resolution settings should be use for the new iPad??

There is little point in going larger than the DVD resolution. The iPad will upscale if needed.

For Blu-ray sources, 1280x720 with a high enough bitrate for 0.3 b/p looks very good. This is about a 3GB file for most 2 hour movies. Stick with 720x400 or so for DVD, as 90312 pointed out, it is pointless to go larger, let the iPad do the zooming.
