I just bought Blu-Ray Time of Eve: The Movie and having some issue with the passkey not decoding it. Any idea why it's not decoding it?

When I place any movie or Anime in the Blu-Ray burner it normally scans the Disc for about a 30 sec. and chimes. This disc will scan for about 2 sec. and chimes. I tried creating a ISO with no luck the software that I use tells me that it's still protected. I eventually gave up and when to a different DVD and today I pop in that troubled Blu-Ray and now it's working for now, But it still scans the disc for only 2 sec.
