I am converting some H264 files that have an original bit rate of 20 mb/s, I am taking them down to 3000 kbps in H265. The question is will converting the with 2 Pass make much difference to the file size and quality?
I have never found it to make much difference and never use 2-pass, but I would suggest converting a short segment both ways to see what you think, some of this is subjective. If you can settle for a smaller frame size (like 1280x720) that will trim the file size with no penalty in fast motion scenes. Depends on what you can tolerate and what device you are using to watch it.
