Unchecking "Enable Lightning-Shrink when available" makes no difference. Lightning-shrink engages regardless.

Which version of DVDFab are you using? Please attach the DVDFab internal log session and the fabcheck log from your installed version. Hello,
1. If you want no GPU acceleration, please mark the option to disable all GPU;
2. If you want to use decoder or encoder or both, please do not mark the option for Disable all GPU, select the decoder or/and encoder options as per your need. When you select decoder or encoder or both, it won't use Shrink.

I was referring to the two check marks underneath the "Disable all GPU Codecs...". With the Lightning-Shrink unchecked, DVDFab still uses Lightning-Shrink.
If this was dependant on the above GPU Codecs settings, what's the point of having a separate checkmark for Lightning-Shrink? What is it supposed to enable/disable?

What actually do you want? If you only want to use part ot the hardware acceleration, please uncheck the lightning option and then select the one you want to use in Video Decoder or Video Encoder section.
