      Interestingly, the Mac version does not have a re-encode download for Amazon in the new version.

      So this is only in the new Windows version.​​

          You cannot get a higher resolution without reencoding. Therefore, upscaling is correct in this case.​

            if the input and output resolution are identical, it is not upscaling, regardless of whether something is encoded or not! I was wrong in my statement above. I understood it is pushed to 1080. Thanks German Boy for the correction.
